(CNN) The California man was arrested regarding the a prank call to law enforcement that led to a man’s capturing death in Wichita, Kansas. Wichita Police responded to such a contact of a hostage situation on Thursday night when they shot a man in his house. Family members identified the victim because 28-year-old Andrew Thomas Finch, CNN affiliate marketer KAKE reported.
